HOW TO REQUEST RECORDS

S.C. CODE OF LAWS § 30-4-10 ET SEQ.
Under the South Carolina Freedom of Information Act, a person has the right to inspect or obtain copies of non-exempt public records held by a public body. The Taylors Fire and Sewer District is committed to fulfilling valid requests in accordance with the Act.

SUBMIT YOUR REQUEST

Complete the official FOIA Request Form and submit it by email, mail, or in person. Be as specific as possible so the District can identify the requested records.

WHAT TO INCLUDE

Your completed request should provide:

  1. Your name and contact information
  2. A clear description of the requested record or records
  3. The relevant date range, when applicable
  4. Your preferred delivery format
  5. Your signature on the completed form

RESPONSE AND PRODUCTION TIMELINES

Under S.C. Code § 30-4-30(C), the District must notify the requester of its determination and reasons within 10 days, excluding Saturdays, Sundays, and legal public holidays. When the requested records are more than 24 months old, the determination period is 20 days.

If the request is granted, the records must generally be furnished within 30 calendar days after the final determination, or within 35 calendar days when the records are more than 24 months old. If a deposit is required, the applicable production period runs from receipt of the deposit. These deadlines may be extended by written mutual agreement.

  3. Fire or incident reports, subject to lawful redaction
  4. District budgets, contracts, agreements, bylaws, and policies
  5. Other non-exempt public records
  6. Records already posted online may be accessed through the Reports page and Commissioners meeting section.

FOIA FAQ

Who can submit a FOIA request?

A person may request non-exempt public records held by the District. A requester does not need to explain why the records are being requested.

How long does the process take?

The initial determination period is 10 days, excluding Saturdays, Sundays, and legal public holidays, or 20 days for records more than 24 months old. If granted, production is generally due within 30 calendar days, or 35 calendar days for older records. If a deposit is required, the production period begins when the deposit is received. Written mutual extensions are permitted.

Are any records exempt from disclosure?

Yes. S.C. Code § 30-4-40 and other state or federal laws exempt certain records or portions of records. If a request is denied in whole or part, the determination must provide the reasons and identify the applicable exemption.

What payment methods are accepted?

The District accepts cash and money orders. Personal checks are not accepted.

Can I request fire or incident reports?

Fire and incident reports may generally be requested, subject to applicable exemptions and lawful redactions. Include the incident date, address, and other identifying information.

Where can I find records already posted online?

Annual audits are available on the Reports page. Meeting agendas and minutes are maintained on the Commissioners page. District bylaws and related governance materials are also available through the Commissioners page.

What if my request is denied?

The District must provide its determination and reasons, including the applicable statutory exemption. Contact the District at Contact Us if you have questions about the response.
